Powell sees the light
FCC Chairman Michael Powell is showing signs of growth in his perspective about spectrum management, writes Kevin Werbach. In a recent recapitulation of his favorite speeches on on wireless policy delivered at the University of Colorado, Boulder, Powell is talking more about open spectrum and the irrationality of spectrum scarcity as the foundation for FCC policy.
